E.g., there are bugs in the web, particular in the extensions category, that need not be resolved in order for a release to ship. E.g., TimeSincePlugin, many things with the WysiwygPlugin, etc. Note that we cannot just exclude the extensions category, as it also include PatternSkin issues, or generic Skin issues, which need to be handled. -- TW

OK; the convention I established is that Requirement and Urgent are release-blockers, Normal and below are not.
