The Set FINALPREFERENCES are missing in the TWiki.TWikiPreferences.

This probably means, among other things, that anyone can change the webmaster, and that a guest can create a new web.

Cairo had this setting: PREVIEWBGIMAGE, WIKITOOLNAME, WIKIWEBMASTER, SMTPMAILHOST, SMTPSENDERHOST, ALLOWWEBMANAGE, READTOPICPREFS, TOPICOVERRIDESUSER

Dakar has some hidden settings with FINALPREFERENCES marked as "Test code, used in TWiki testing"

most, although not all, of these settings seem to be in Main.TWikiPreferences. specifically,

• ATTACHFILESIZELIMIT was added to Main.TWikiPreferences
• PREVIEWBGIMAGE was dropped. i don't know if this was a conscious decision or not, but it sounds like a reasonable decision to me.
• READTOPICPREFS and TOPICOVERRIDESUSER aren't in Main.TWikiPreferences (dunno why)

If I remember right there was some discussion on wanting to be able to override TWikiPreferences with local variations in a way that one could install the system over the existing system. There were some games played with TWikiPreferences (in Main) vs. TWikiPreferences (in TWiki). -- TW

That makes sense now, the FINALPREFERENCES are listed in Main.TWikiPreferences.
