Admins already can change other user's passwords via QueryUsers.

This is a small enhancement that allows admins to change user's passwords also in the ChangePassword topic. This is specific to the TWiki::Users::HtPasswordUser manager.

For an admin to change the password of another user, simple leave the "current password" field empty.
