Detail

The TWiki.WebChanges properly shows relative change, such as "2 minutes ago" if {DisplatTimeValues} configure setting is set to gmtime, which is the default.

If {DisplatTimeValues} is set to servertime, the time is off by the difference between server time and GM time. For example, "2 minutes ago" becomes "7 hours ago" if the server is located in California.

Same issue for TWiki.SiteChanges
