When Upgrading the ActionTrackerPlugin

, the ActionTrackerPluginInstaller finds an archive ActionTrackerPlugin.tgz on this machine, and reuses the old version. I renamed the archive file to ActionTrackerPlugin

.tgz.old. After that, the ActionTrackerPluginInstaller downloaded a new version from the TWiki site. Looks like a bug in ActionTrackerPluginInstaller.
