Detail

The topic title shown in the browser header defined by the <title> tag currently shows TopicName < Web < TWiki. A topic may define a nicer topic title using TOPICTITLE preferences setting, or a Title form field. Doc: VarTOPICTITLE.

This small enhancement will show the nicer topic title if defined, with fallback to topic name if not defined.

Test case:

Set TOPICTITLE = Item7839: HTML title to show TOPICTITLE instead of just TOPIC
Old behavior: Item7839 < Bugs < TWiki
New behavior: Item7839: HTML title to show TOPICTITLE instead of just TOPIC < Bugs < TWiki
Actual: Check topic title in browser
