On a TWiki site having hundreds or more webs, searching all public webs takes too long and causes time out. To cope with that, {NoInAllPublicWebs} config prarameter was introduced so that the oopsmore page doesn't show such options.

Still, if you access the rename script without URL parameters, you end up causing all public webs search -- it's too easy to hammer TWiki. So if {NoInAllPublicWebs}, all public webs earch needs to be avoided.
