I've been using TWiki based on SVN trunk with $TWiki::cfg{Site}{CharSet} = 'UTF-8'; for more than a year with 40k+ monthly users and faced no issues. So it should be OK to eliminate the "UTF-8 not yet supported as the site charset" warning from TWiki::UTF82SiteCharSet().
