Small utility to update META:TOPICINFO of topic to list TWikiContributor as author, current timespamp, and SVN Rev in version.

Useful to quickly fix TWiki documentation topic between browser based edit and SVN checkin.

This is not part of a TWiki release, but available in a TWiki SVN checkout for TWiki developers and doc writers.
