In ActionTrackerPlugin, if you
   * Set ACTIONTRACKERPLUGIN_ENABLESTATESHORTCUT
the action tracker will show action states using a drop-down menu, to allow viewers to quickly and easily change action states.

It's so "quick and easy" it ignores whether the user has TOPICCHANGE access!

We got a server error when we a non-privileged user tried to change an item's state using one of the menus.
