An empty ALLOW variable is supposed to allow access to all. e.g.

   * Set ALLOWTOPICVIEW =

should allow access to all users.

However, if I have a restricted web, e.g. it has

   * Set ALLOWWEBVIEW = FooGroup

in its WebPreferences, I canot open a given page to read by all by setting

   * Set ALLOWTOPICVIEW =

This seems wrong, based on the explanation of empty values for ALLOWTOPICVIEW.
