STARTSECTION and ENDSECTION recognize an (optional) name="..." parameter. However, this is (no longer?) documented.

That is

%STARTSECTION{name="foo"}%

%ENDSECTION{name="foo"}%

is equivalent to

%STARTSECTION{"foo"}%
...
%ENDSECTION{"foo"}%

The docs should reflect this.

I am not sure I understand, your two examples are identical. In any case, the unnamed parameter is the name of the section. There is an undocumented name="" parameter, used in case the unnamed parameter is missing.
