Anchor names with %-encoded national characters are not rendered correctly. The following link: [[MyTopic#%D0%94]] appears as .../MyTopic#D094, with percent characters stripped.

Before the % removal, the anchor name passes TWiki variables substitution. For example, standard installation defines %BB% macro (line break and bullet). With this macro enabled, [[MyTopic#%D0%BB%D0%BE%]] is rendered as .../MyTopic#D0Br/D0BE.
