I have a special env where I do not have control over the location of the bin and pub dirs, e.g. I need to specify a specific lib path in twiki/bin/LocalLib.cfg. The configure script can't find the TWiki lib specified in LocalLib.cfg. This is trunk only (works properly in 4.2 branch.)
