Presently the topic name specified in To: or Subject: field has to match exactly.
This is a pain.
- TopicName should not have to case match
- TopicName should be matched if unambiguously only in one web the user can see
Also:
- Sometimes you mail in where you have To:'d a particular email address. It would be nice to route without needing to remember which page to mail to. Instead the page could be determined on the wiki according to the To: address e.g. There could be a form field entry on receiving pages where email addresses are specified.

TWiki is a case-sensitive platform. If you want to make it insensitive, then please make sure this is an option that is turned off by default.
I like the idea of routing to a specific page. But surely you would need a mapping table that maps emails to topic names (c.f.
WebNotify)? Otherwise you would have to search every topic for the target email address.
