NOAUTOLINK is a common global setting when people do not like WikiWords to create links.

This change literally disables SmiliesPlugin for them.

Please Steffen - don't change the spec on the core and default plugins so close to a release.

This one is plain wrong but even if it was not it is still wrong to change spec without discussion just before a release.

Reverting. Sorry. It feels bad to revert people work but I have to act as release manager here.
