If one defines one section in the middle of a topic to be published by surrounding it with %STARTPUBLISH% and %STOPPUBLISH% tags, then that section is the only thing that will be published - including absense of any skin, html head section, etc. To put this another way, if %STARTPUBLISH% is the first tag encountered, then everything above that, including the entire html header for the page, get's left out. Likewise, if %STOPPUBLISH% is the last tag encountered, then the rest of the html page is omitted, including the closing body and html tags.
One would expect these tags to only to apply to content
within the topic content area, and not affect what is published outside of that at all.
