can replace {AutoAttachPubFiles} thus

  1. removing the search for attachments step on every readTopic step, thus should have a measurable speed improvement
  2. will also remove attachment references that cease to exist
  3. gives a helping hand to other plugins that trust the content of the .txt file, perhaps because they cannot use TWiki::Func::readTopic
