Item3967: NatEditContrib: VERBATIM tags should be on its own line

This is a multiline feature so it is misleading. Instead it should do the same as it does for left, center and right justify and put the verbatim tags on their own lines

If possible preserving leading whitespace, so that verbatim works as well in bullets.

See related Item3974. There is a sematic difference between monospaced text embedded in a flow of text, and

verbatim{
  text
  typically
  used for
  source code
}

So, I think we should treat verbatim text as multiline (even though it works embedded as well (since TWiki 4.0))
