  1. If TWIKI_PACKAGES is not defined, it doesn't know where to download to
  2. It tries to download to twikiplugins/PluginName/PluginName.zip if it can't get the tgz
  3. It fails to open the zip
  4. If a downloaded file denies write permission to the downloaded, RCS will fail to update it
