Rather than marking items that duplicate earlier items as "Discarded", a state "Duplicate" would allow for better searching while having the same effect of terminating the item. It would be easier to verify for the submitter that her item was not just thrown away, but was properly dispositioned.

I'm reluctant to add any more states. I'd rather use NoActionRequired, just to KISS. Use the text of the bug to explain why.
