See TWiki:Codev.IncludeShouldIncludeSettings for discussion. I'm filing this because it's a bug, not an enhancement, and so needs more than a Codev topic.

I would mark it urgent, except that probably the incidence of people actually using settings is low. (My project does, of course, so it's urgent to me.) As more people use Dakar as their first install, however, this will go up, especially if we stop burying it on the oops page.

This is an spec change request, not a bug. Discarded pending discussion and agreement in Codev.
