if there are no group topics, then %GROUPS% crashes. This is because the list of groups is undef, which perl generously wants to tell us about, but the horrendous schwartzian closure in the implementation of GROUPS doesn't take account of.

To reproduce, delete data/Main/*Group.txt and visit Main.TWikiGroups
