I have tried to install the plugin URLCachePlugin under Dakar but it does not seem to work.

Debug Output is ok:

but no caching takes place. It is running and the rights are correct.

Other plugins work, I just installed the ChecklistPlugin, which works fine. All plugins are enabled with configure.

It does work - I just haven't found out how to initialize it for topics already saved.

I'm changing the Priority to Enhancement, since the cached pages don't look too good and need improvement. Also the Plugin Documentation needs to hold the information about how to activate the caching for pages already referenced in a wiki.
