Variables other than %MAINWEB% don't appear to be expanded in an ALLOWTOPICCHANGE. I have a handful of webs that each have their own group of admins. I would like to be able to Set ALLOWTOPICCHANGE = Main.%WEB%AdminGroup in my template WebPreferences.

No; this will never happen. Even though the syntax of ACLs is the same as for TWiki variables, they are quite different, and the behaviour must not be mixed or we create a big security hole. Discarded.
