Issue discovered in Item1479. Not all archive programs extract zero byte files. Using WinZip on Windows, it lists _empty/WebHome.txt in TWiki-4.0.0-beta6.tgz, but does not extract it, possibly because it has zero bytes.

It is safer to avoid zero byte size files.

It is better to use tar - zero byte files are a fact of life! Surely that is a bug to report back to the maintainers of WinZip, and not something we should be trying to deal with.
