AFAIK, the utilities in twiki/tools are not documented. They should. Possibly a new section in TWikiScripts?

The only utlities in tools that are shipped with a release are tick_twiki.pl and rewriteshebang.pl. The former is documented, and I think I saw a reference to the former in the PC-specific install doc though I can't be sure.
