I believe that this is a plugin installer problem rather than just a plugin packaging problem.
When installing
ImagePlugin on 4.2.0 using bin/configure I get the following error message:

This installer must be run from the root directory of your TWiki
installation.
* You can abort the script at any point and re-run it later
* If you answer 'no' to any questions you can always re-run
the script again later

Checking dependency on Image::Magick....
*** ImagePlugin depends on cpan package Image::Magick >=6.2.4.5
which is described as "Required."
But when I tried to find it I got this error:
624 is currently installed: Argument "^F^B^D^E" isn't numeric in numeric ge (>=) at (eval 155) line 1.
This module is available from the CPAN archive (http://www.cpan.org). You
can download and install it from here. The module will be installed
to wherever you configured CPAN to install to.
I have version 6.2.4 rather than 6.2.4.5 installed, so the message is appropriate, but rather garbled.
If I install the plugin manually with
perl ImagePlugin_installer
, I
don't get an error about the outdated module.
